Chairman of the Dominica Festivals Committee Gerald Cools-Latigue said that despite the constraints he has hailed carnival 2018 a success.
Cools-Latigue met up with Kairi FM on Carnival Monday.
Meantime, Cools-Latigue said with a reduction in the carnival budget the Festivals committee managed to use the resources wisely.
Cools-Latigue also noted that since the resignation of Val Cuffy he has filled his position at the Dominica Festival Committee.
